With that setup you'll need a servo on the duct that's attached to the bottom of the drum.
Right click the servo into the duct and right click again to open up the GUI, so disable Redstone control and it will start pulling liquid into the other tank.

Servos work from every side of the drum final time I checked.

perfect i knew there was something like this i just couldnt find a name. now i need to find out how to get the essence out of this tank haha i thought it would just let yous right click like usual when you put your own xp in there

First, its not XP, its mob essence by the look of the liquid I come across, 2nd, you need a servo on the duct on the pulsate side to force extract, it doesn't auto output so y'all need to force it out with a servo. It may not work if the openblock xp tank doesn't convert the mob essence to liquid xp, merely it was in previous version and so information technology may piece of work.

actually sorry maybe i should take said it really is not mob essence its from an essence bush farm correct in a higher place..

My best solution was mechanical pipes from Mekanism, using the configurator to set pull/push on each side.
Some other manner is using ExtraUtilities transfer node (fluids) on the bottom and some pipes

a harbinger works from mfr simply that takes so long to potable all of this i just cant think of another style

What version of MC are you in? What modpack? I would typically employ something like ender IO fluid or pressurized fluid conduit because it'south the easiest, no need for additional parts like the servo. Extra Utils also has liquid transfer nodes. Is the openblocks xp tank actually called "xp tank"? Because that is not liquid xp in that location you have in the drum, information technology's essence. I retrieve openblocks tanks will take any fluid though, so it shouldn't be a trouble, unless the tank is specifcally designed for merely liquid xp or already has liquid xp in information technology.

infinity evolved 1.7.x and yes it is essence not actual liquid xp i idea it turns into liquid xp when it goes in those tanks for me to only grab out and i dont feel like using an motorcar enchanter then ill probably just take the berries be put in a chest
